Tunnel will be 1.5 kilometers long, with 870 meters running under the estuary channel (Vanessa Rodrigues/AT) The Santos Port Authority (APS) is preparing a series of conditions to be submitted to the State Government for inclusion in the bidding notice for the Santos-Guarujá immersed tunnel. One of these conditions is the claim of ownership over the construction. The auction for the fixed link is scheduled for September 5, at the B3 Stock Exchange, in São Paulo. According to APS president Anderson Pomini, the first requirement will be guarantees of minimal impact on port operations. “The tunnel has a dual nature; it is an infrastructure work aimed at urban mobility, connecting point A to point B, but it also connects the banks of the Port. Therefore, the first requirement is that there be as little interruption as possible to operations, railway lines, peripheral roads, and the navigation channel”, explained the head of the Port Authority. In addition, APS will demand from the State Government the ownership of the tunnel. “We want it to be clearly stated in the bidding notice that the tunnel will become the property of the Port Authority. We (Federal and State Governments) will carry out the construction; the State will manage this concession, but at the end of the concession period, it will become the property of the Santos Port Authority. In fact, we will have meetings in the coming days (with the State) to ensure that this is expressly included in the notice”, Pomini added. Santos-Guarujá Tunnel The Santos-Guarujá tunnel project was recently revised in response to suggestions from international companies, and the new bidding notice was published in the Official Journal of the State of São Paulo on June 10. The revisions raised the construction cost from R\$ 5.96 billion to R\$ 6.8 billion. The investment will be shared equally between the Federal Government and the Government of São Paulo. The international bidding, under a public-private partnership (PPP) model, will grant the future winning bidder a 30-year contract for construction, operation, and maintenance of the project. Due to these changes, the auction was rescheduled from August 1 to September 5, at B3, in São Paulo. With a total length of 1.5 kilometers — including 870 meters beneath the estuary channel — the tunnel will feature three lanes in each direction, with two lanes for passenger vehicles, buses, and trucks, and one lane exclusively for Light Rail Transit (VLT). It will also include a pedestrian and cyclist gallery. Currently, the connection between Santos and Guarujá is made via ferries and small boats, which transport more than 21,000 vehicles, 7,700 cyclists, and 7,600 pedestrians per day. The project is expected to generate approximately 9,000 direct and indirect jobs.
