Building on the Santos quay will have three floors and cost R\$ 4.5 million; construction funds came from parliamentary amendments (Alexsander Ferraz/AT) The headquarters of the Grupamento de Patrulha Naval do Sul-Sudeste will be located at the Port of Santos starting in May 2026, according to projections by the Marinha do Brasil. Construction work at the military complex began last month, next to the Capitania dos Portos de São Paulo (CPSP) building, at the Navy quay in Macuco. The current headquarters has operated from a temporary facility at the site for seven years. According to the commander of the Grupamento de Patrulha Naval do Sul-Sudeste, Captain Igor Alves, the project will cost R\$ 4.5 million, with funds provided through parliamentary amendments submitted by federal representatives to ensure a more modern infrastructure for service members. “The projection is that activities will begin immediately after the completion of the work, still within the first half of 2026”, said the commander. The headquarters will operate 24 hours a day, seven days a week. The design includes facilities equipped with state-of-the-art technology, intended to optimize patrol and coastal monitoring operations along the São Paulo and Paraná coasts. “The current personnel of the Patrol Group consist of 51 service members. However, the new headquarters will be able to support the continuous and simultaneous operation of up to 100 military and civilian personnel”, explained Alves. The new building will include an Interagency Command and Control Center, enabling greater synergy with public security and regulatory agencies during crisis management situations, such as the Receita Federal (RF), Polícia Federal (PF), Instituto Brasileiro do Meio Ambiente (Ibama), and the Autoridade Portuária de Santos (APS). The facility will cover 1,000 square meters (m²) and comprise a ground floor and two upper stories. “The new headquarters is more than an engineering achievement. It represents a strategic advancement in strengthening maritime sovereignty, the operational presence of the Marinha do Brasil, and integration with other agencies”, emphasized Alves. As part of the integration of the new facility, the Navy highlights the Vessel Traffic Management Information System (VTMIS), implemented through a technical cooperation agreement signed on June 3 with the APS, with equipment installed on Moela Island, in Guarujá. “The implementation of the VTMIS system will enable monitoring of the entire Organized Port Area, representing an investment that will allow for information sharing, increased operational efficiency, navigational safety, and enhanced efforts to combat illegal activities such as drug trafficking, smuggling, and tax evasion”, noted the captain. Beyond its regional impact, the new headquarters of the Grupamento de Patrulha Naval do Sul-Sudeste will influence other ports across Brazil. “The integration of systems from the Marinha do Brasil and other agencies will significantly enhance real-time monitoring and enforcement of vessel traffic across a maritime area of approximately 730,000 square kilometers (km²) — three times the land area of the state of São Paulo”, stated Commander Alves. According to him, the Comando do Grupamento de Patrulha Naval do Sul-Sudeste is a military organization subordinate to the Comando do 8º Distrito Naval. The Group is responsible for naval rescue and relief operations, naval patrols, and port defense, including maritime terminals and platforms in the states of São Paulo and Paraná. The new building will occupy one thousand square meters and feature an Interagency Command and Control Center (Alexsander Ferraz/AT) Another one In September, the Capitania dos Portos de São Paulo (CPSP) inaugurated a new building for the Centro de Treinamento de Ensino Profissional Marítimo. The new facility is located at the Navy quay, accessible via Perimetral Avenue. According to the CPSP, the site features a large structure with classrooms convertible into an auditorium, cafeteria, accessible restrooms, and simulators for navigation and equipment operation. The structure was also built with parliamentary amendment funds, totaling R\$ 3.9 million, allocated by Federal Deputy Rosana Valle (PL).
