Federal Government grants land in Guarujá for road expansion of the Port of Santos

Nine waterfront areas, totaling approximately 59,500 square meters (m²), will be used for the expansion works of Perimetral Avenue on the Left Bank of the Port of Santos, in Guarujá. The plots are located on both sides of the Cônego Domênico Rangoni Highway (SP-055), in Vicente de Carvalho, near a newly opened wholesale chain store.

The Secretariat for Federal Assets (SPU), under the Ministry of Management and Innovation in Public Services, authorized the granting of special-use rights over these areas to the port authority through an ordinance signed on July 4 and published in the Federal Official Gazette (DOU) on the 15th.

The properties are designated exclusively for the layout of the second phase of Perimetral Avenue. The term of the grant is 20 years from the date of contract signing, with the possibility of extension for equal and successive periods by mutual agreement. The ordinance sets a 12-month deadline for the commencement of works, starting from the contract signing date. In case of withdrawal from using the property without prior notice, a penalty of 10% of the property's market value will be applied.

At the discretion of the Federal Government, upon contract termination or expiration, all improvements made will become federal property without compensation to the grantee. The Santos Port Authority (APS) is responsible for any necessary expropriations, compensations, and legal or land regularizations.

Contract signing is conditional upon prior acquisition of environmental licenses and all other required permits, authorizations, documentation, and licenses necessary for project execution. APS must appear at the SPU office in São Paulo within 30 days to sign the contract, under penalty of ordinance revocation.

Construction APS has not yet determined whether it will carry out the Perimetral Avenue works itself through a public tender or delegate construction to a Left Bank port operator via a specific agreement. “Both alternatives are under study”, the Port of Santos administration stated in a press release.

“The basic project is currently under development, commissioned by the Port Authority, with active involvement of APS’s technical team and support from the Guarujá City Hall, which has already approved the conceptual route. The goal is to ensure an efficient, safe, and regionally appropriate traffic solution”, the state-owned company reiterated.

Significance The Port of Santos management emphasized the importance of the land grant, noting that it represents a significant step forward and includes areas directly linked to the Perimetral’s layout.

“These areas are mostly unoccupied. In the few cases of occupation by families in vulnerable situations, APS has already initiated dialogue to ensure responsible relocation within legal parameters.”

The completion of Perimetral Avenue is a Federal Government investment of R\$ 800 million, which will enable the expansion of the Port on the Left Bank in an integrated manner with the Santos-Guarujá tunnel, explains APS President Anderson Pomini.

“It will provide greater safety for truck drivers accessing the terminals, who for decades have relied on Adubo Road, which causes traffic issues for the population of Guarujá. We are in full alignment with the City Hall on this project”, he stated.
