The new building will be located at Praça Almirante Gago Coutinho, next to the Terminal Pesqueiro Público de Santos and in front of the convention center (Sílvio Luiz/AT) Unity and strategy were the guiding principles during the signing ceremony of the agreement for the construction of the new headquarters of the Federal Police (PF) unit at Santos of Port, held on Thursday (19) afternoon. The project will be built on a plot located at Praça Almirante Gago Coutinho, s/nº, next to the Terminal Pesqueiro Público de Santos (TPPS) and in front of Santos Convention Center. The expectation is that the project will be completed within three to four years — that is, between 2029 and 2030. “The Federal Police headquarters is not just a base or a building. It is very important for the port complex that, at the entrance to the port channel, we send a message to the 200 countries that arrive here practically every month. It is important that they realize that institutions work together in an organized way to project the port of the future,” said the president of Autoridade Portuária de Santos (APS), Anderson Pomini. The Minister of Ports and Airports, Silvio Costa Filho, was among those who took part in the signing of the agreement between APS and PF. Structure The new headquarters will be installed on an area of approximately 5,800 square meters, owned by the federal government. The funds will be transferred by Associação Gestora da Ferrovia Interna do Porto de Santos (AG-Fips) to Autoridade Portuária de Santos (APS) as part of a mandatory counterpart established in the contract for port infrastructure investments. The projected investment amounts to R\$ 58 million, and APS will waive this credit so the building can be constructed. With ten floors, the building will house the unit’s operational and administrative activities. “All our activities will be brought together here: judicial police work, public service, laboratories, technology, Maritime Police — in short, we will consolidate the entire Federal Police structure in this area,” explained the Federal Police superintendent in São Paulo, Rodrigo Sanfurgo. Enhancement The superintendent made it clear that the new facilities will improve the Federal Police’s work in the region. “Porto de Santos is strategic, and having the Federal Police here at sea, within the boundaries of the Santos port complex, is very important to us. The Federal Police has Nepom (Núcleo Especial de Polícia Marítima). Being able to structure the entire Federal Police with access by land or sea is outstanding for everyone. What will be built is more than a new headquarters. It is a model of operation based on cooperation, efficiency and responsibility,” he said. “We are working to hold the auction between October and November,” said the minister (Alexsander Ferraz/AT) Projects Other announcements were made by the president of APS, Anderson Pomini. One of them concerns the second phase of the Perimetral da Margem Esquerda project, in Guarujá. The investment is R\$ 1 billion. The schedule forecasts completion within three years. The project includes three kilometers of roadway and a viaduct. Another initiative includes two new public berths for docking in Alemoa, to be funded by a consortium of four companies operating in the area with liquid bulk cargo. The completion timeline depends on environmental licensing, but the estimate is no more than three to four years, according to Pomini. Tunnel Anderson Pomini confirmed the availability of R\$ 2.6 billion for the construction of the immersed Santos-Guarujá tunnel, corresponding to 50% of the total cost. “The State will share the draft contract. If we agree, we will sign it. Otherwise, we will make adjustments so that we can sign jointly as consenting and intervening parties. Once the Tribunal de Contas da União (TCU) approves it, the funds will be transferred to another account and can be used starting next year by the company responsible for construction,” he said. Tecon Santos 10: more promises and uncertain auction Once again, the Minister of Ports and Airports, Silvio Costa Filho, has postponed the schedule for the Terminal de Contêineres (Tecon) Santos 10, at the Saboó quay (STS10), indicating that the future of the project remains uncertain. This Thursday (19), in Santos, he repeated promises but did not present concrete deadlines. Since last year, Costa Filho has changed the auction date more than ten times, while the port is approaching capacity limits due to lack of space. “We are working to hold the auction between October and November. That is our expectation. In the next 15 to 20 days, the schedule for holding it in the second half of the year should be presented,” he said once again. The only date the minister considers certain is his last official engagement in the position, on the 30th, at Bolsa de Valores de São Paulo (B3), for the auction of Aeroporto do Galeão, located in Rio de Janeiro. Removed from the Senate ticket in Pernambuco, he will run for reelection as a federal deputy. The asset The importance of Tecon Santos 10 is evident. The mega terminal is considered the largest port lease in Brazil, with investments of R\$ 6.45 billion over 25 years. With an area of 621,900 square meters, the terminal will have the capacity to handle up to 3.25 million TEUs (twenty-foot equivalent units) per year. It is projected that, with Tecon Santos 10, Brazil will rise from its current 45th position to 15th in the global container handling ranking.
