The Giusfredo Santini Maritime Passenger Terminal could more than double in size if transferred from the Outeirinhos area to the region between Valongo and Saboó, in Santos. Currently, the terminal operated by Concais occupies an area of 41,895 square meters (m²), compared to 85,000 m² of the new location. With the change, an investment of R\$ 1.410 billion would be required for the implementation of buildings and access infrastructure to accommodate cruises. This amount would be divided as follows: Concais would spend R\$ 662 millions and the Port Authority of Santos (APS) would contribute with R\$ 748 millions. The details are in the proposal to replace the area of the lease contract of Concais. The document was made available for public consultation on the APS website. Division According to the proposed change requested by Concais and supported by APS and the Municipality of Santos, the construction of a parking building, interconnection footbridge, passenger terminal and boarding footbridge would be required for the new terminal. APS would be responsible for cold ironing (shore connection to provide electricity to a docked ship), pier, quay reinforcement and dredging. Zoning In the document, the Port Authority describes that the proposal to replace the area is aligned with the guidelines of the port planning of the Port of Santos Development and Zoning Plan (PDZ), approved in July 2020. "In addition to promoting integration of the port with the city, (the change) brings operational gains to port activities", APS states. The PDZ provides for the integration of Outeirinhos, where the current passenger terminal is located, to go into the fertilizer cluster. "The proposed area replacement anticipates the long term initiatives outlined in the plan, maximizing the capacity of the solid bulk minerals cluster for unloading, significantly contributing to the effective demand fulfillment by the Port of Santos, increasing port efficiency and reducing logistical costs". From an operational standpoint, the transfer increases passenger movement efficiency, due to the construction of three docking berths, "eliminating conflicts between cargo and passenger operations". Constructions The built physical space of the new terminal would have the capacity to operate up to three ships with six thousand passengers each simultaneously (18 thousand boarding and 18 thousand disembarking). With a construction area of 34,340 m², the terminal includes a main entrance, cafeterias, dressing rooms for direct and outsourced employees, maintenance areas, warehouses, electrical substation, generator room and fuel tanks, as well as advanced security systems, with metal detection and baggage scanning. The parking building, currently located in a municipal area of 11,995 m², outside of the polygon of the Organized Port, which is currently used as a tram garage in the Valongo region, is designed to contain five floors, including the ground floor, with 1,353 parking spaces.
