The President of the Court of Accounts, Vital do Rêgo Filho, during one of the plenary sessions held at the Court (TCU/Disclosure) The institutional role of the Tribunal de Contas da União (TCU) in port and maritime matters in Brazil is essential to ensure that projects have legal certainty, fair participation of companies, and an adequate financial return for both the private sector and the Federal Government. The topic will be discussed in the first panel of the Summit TCU, a highly relevant technical event pioneered by Grupo Tribuna on March 10, starting at 2:00 p.m., at the headquarters of the Court of Accounts in Brasília. The demands and the role of the State in ensuring greater efficiency in the development of the port and maritime sector will be addressed in the second panel of the Summit TCU. The meeting will bring together at least three Ministers of the Court: the President, Vital do Rêgo Filho; Antônio Anastasia; and Benjamin Zymler. It will also feature other authorities, sector experts, business leaders, and members of port associations (see the confirmed participants highlighted alongside). Maxwell Rodrigues, consultant for port affairs at Grupo Tribuna, underscores the high expectations surrounding the initiative. “I can state that this is one of the most anticipated events in the port sector. The Summit Antaq is currently part of the national port and maritime calendar and even of Latin America. I am certain that the Summit TCU will also play a leading role not only in our country, but worldwide”, he projects. “The Summit TCU crowns the outcome of a technical and qualified debate within our events agenda”, he adds. Dialogue The President of the Court of Accounts, Vital do Rêgo Filho, believes that engagement with the port sector during the event is relevant. “It is important because it promotes dialogue with strategic sectors. In the case of the port sector, which is frequently subject to operational audits, including oversight of major federal investments, TCU’s participation in debates fosters mutual understanding between the oversight body and the regulated stakeholders and infrastructure users”, the Minister notes. He emphasizes that by participating in specialized events such as this, the Court reinforces the idea that external control is not limited to sanctions or correction of irregularities, “but also encompasses dialogue, guidance, prevention, fiscal education, and technical cooperation”, he lists. Role in Brazil The TCU oversees the application of federal public funds. Its external control areas include audits, inspections, and monitoring of public accounts. These activities ensure legality, efficiency, and transparency in the management of public resources, contributing to the fight against corruption and the improvement of governance. The TCU also acts preventively by advising public managers and issuing recommendations to promote best administrative practices. Of its Ministers, six are appointed by the National Congress, one by the President of the Republic, and two are selected from among auditors and members of the Public Prosecutor’s Office that operates alongside the TCU.
