Ministry: between 2008 and 2025, exemptions in the ports sector totaled R\$ 5 billion (Alexsander Ferraz/AT) The Ministério de Portos e Aeroportos (MPor) opened a public consultation this Monday (23) to expand tax benefits for airport infrastructure development projects, specifically those framed under the so-called Special Regime of Incentives for Infrastructure Development (Reidi). The public consultation will remain open until March 15 and can be accessed via the link. Until now, under the current regulation, eligibility within this sector has been restricted to concessionaires. In other words, it has covered only companies operating airport infrastructure under a standard or sponsored federal concession regime. Now, new companies will be allowed to participate, including Infraero, according to the Ministry’s Director of Economic Affairs, Helena Venceslau. Reidi generally suspends the levy of PIS/Pasep and Cofins contributions on the sale, lease, import, and provision of services related to infrastructure development projects. Projects in the transport, highway, waterway, and railway sectors, as well as airport systems, fall within this scope. When asked, Director Helena Venceslau stated that it is not yet possible to carry out a fiscal assessment regarding the expansion of the Regime to companies operating airport infrastructure. This will depend on new projects, which have yet to be mapped. According to Ministry estimates, of the R\$ 70 billion invested in the ports sector between 2008 and 2025, the amount of tax exemptions totaled approximately R\$ 5 billion. Following the public consultation, a regulatory ordinance will establish the criteria defining which projects are eligible.
