Fertilizers to receive priority unloading at Brazil’s public ports

The National Commission of Port Authorities (Conaportos) approved Resolution No. 3, dated August 12, 2026, which recommends that Port Authorities of organized public ports adopt measures to give priority to the unloading of imported mineral fertilizers and other nutritional inputs intended to supply the 2026/2027 crop.

The Ministry of Ports and Airports (MPor) states that it participated in coordinating the measure together with other Federal Government agencies. “The initiative seeks to contribute to greater fluidity in the port handling of these inputs, given the risks identified in the international scenario.”

Crisis

The proposal was supported by a technical statement from the Ministry of Agriculture and Livestock (Mapa), which identified risks to the regular supply of mineral fertilizers due to the geopolitical crisis and international logistical bottlenecks. The assessment focuses particularly on nitrogen, phosphate and potash fertilizers, as well as other macro- and micronutrients used in agriculture.

As an emergency measure, the resolution recommends that Port Authorities adopt the necessary measures to give priority to the berthing and unloading of these cargoes. The guidance does not imply any relaxation of the sanitary, phytosanitary, customs or quality controls applicable to fertilizers and other inputs.

Monitoring of cargo flows and dwell times at the ports will be carried out jointly, with monthly reports submitted to the National Ports Secretariat of the MPor. The data will make it possible to assess the results of the measure and support any adjustments during its term. The resolution will remain in effect for six months from the date of publication and may be extended or revised as necessary.
