Summit Portos 2025 brings together authorities to discuss new legislation and innovation in the port sector

The revision of the port regulatory framework, proposed in Bill (PL) 733/2025 currently under review in the Chamber of Deputies, and its relationship with sustainability and innovation — aimed at achieving efficiency and legal certainty in the sector — will guide the discussions at Summit Portos 2025. The event will be hosted by Grupo Tribuna next Wednesday (21) at Naval Club, in Brasília, bringing together specialists from both public and private sectors.

Minister Douglas Alencar, of the Superior Labor Court (TST), will present the proposed law that overhauls the port legal framework. He chaired the commission of legal experts responsible for the draft bill that served as the basis for PL 733/2025. Among the proposals in the bill are the end of exclusivity for casual port workers and the decentralization of responsibilities from the Federal Government.

The first panel of the event, themed “Decentralize, streamline, and invest to move forward”, will feature six panelists: Adalberto Santos de Vasconcelos, CEO of ASV Infra Partners; Mário Povia, President of the Instituto Brasileiro de Infraestrutura (IBI); Caio Morel, Executive Director of the Associação Brasileira dos Terminais de Contêineres (Abratec); Eduardo Heron, Technical Director of the Conselho dos Exportadores de Café do Brasil (Cecafé); Bruno Stupello, Director of Port Operations at Santos Brasil; and Marcelo Sammarco, an attorney specializing in Maritime, Port, and Regulatory Law.

At 4:30 p.m., the second panel titled “A sustainable, innovative, and efficient port” will begin. The panelists include Tetsu Koike, Director of Sectoral Policies at the Ministry of Ports and Airports (MPor); Minister Alexandre Luiz Ramos, of the TST; Sérgio Aquino, President of the Federação Nacional das Operações Portuárias (Fenop); Judge Frederico Messias, of the São Paulo State Court of Justice (TJSP); Jacqueline Wendpap, Executive Director of Praticagem do Brasil; and Marco Sanches, President of the Cargo and Unloading Checkers’ Union of the Port of Santos.

Closing the event, Minister Dias Toffoli, of the Supreme Federal Court (STF), will deliver the keynote address “Legal Certainty in the Infrastructure Sector” starting at 6:00 p.m.

Invited participants Marco Sanches, President of the Checkers’ Union, emphasizes the timeliness of the event, as the category advocates for sustainability, innovation, and efficiency. “I hope that in the near future, we can be aligned with these three pillars and that everyone involved will benefit from the potential gains.”

Judge Frederico Messias highlights that “environmental protection and the development of a sustainable port are highly relevant topics and should be the focus of any and all regulatory actions taken by stakeholders in the port sector. ”

Messias also notes that the subject transcends treaty or convention regulation, as it is a right that asserts itself as essential to human survival. “This applies across all sectors, including the port sector, which must be sustainable and adopt the necessary measures, even if that entails higher costs”, he explains.
